NRA Budget Response 2024-2025

The documents provided in the municipal Budget and Integrated Development Plan (IDP) are regrettably challenging for the average person to decipher due to their utilization of complex language and lack of many details needed specifically that impact the community. Although there are references to public participation through public meetings, these meetings appear to serve more as platforms for the Municipality to present its plans rather than fostering genuine community engagement. While there is a designated time for questions, there seems to be a lack of effort in truly understanding the community’s needs and priorities.
The input from the ward committee is crucial in addressing these needs, yet there has been insufficient interaction to allow meaningful input through this channel. Needs lists are often provided mere days before or on the day of prioritization, leaving little to no time for the community to adequately review and provide feedback.
Furthermore, discrepancies arise when comparing the priority list for the budget with the priorities identified by the ward committees. The IDP, which is intended to measure the deliverables from the previous year, lacks clarity on whether identified needs were met and if they were within budget constraints.
Throughout the public participation process, numerous questions have been posed, yet many remain unanswered or receive responses that fail to address the core inquiries. This, coupled with delays in responses, limits the public’s ability to comprehensively respond to the budget proposal.
Considering the complexities and gaps identified within the municipal Budget and Integrated Development Plan (IDP), we believe that these documents are not yet ready for approval by the community. Should these documents be passed by council, we urge an immediate process to commence, providing more detailed and accessible information to the community. This will enable informed decision-making and foster greater transparency in municipal operations. Additionally, we advocate for a comprehensive review of the budget within the first quarter of the financial year, ensuring alignment with community needs and priorities as identified through meaningful engagement processes.
