Napier Needs Priority – March 2025
Top Priorities for Napier: Capital Expenditure, Operational, and CAM-Specific Needs
The five priority needs for the Integrated Development Plan (IDP) must focus exclusively on infrastructure needs, as Operational and CAM-specific needs pertain to basic service delivery and are not considered as part of the priority needs list. While these operational and administrative needs are important to the community, they are not categorized as priority items for this process but should be prioritized by CAM.
In our submission, we address the five priority needs in terms of infrastructure requirements. It is assumed that existing projects, which are already planned or underway, are excluded from this list of new needs.
These needs can then be organized into the following categories. Within each category, priority is given to specific items, which may shift depending on the available budget. In some cases, it may be feasible to address multiple priorities simultaneously if the budget allows, or the second or third priority may be moved up based on immediate needs and funding availability.
Although members of the Ward Committee have identified the re-tarring of Church Street as a priority, it is important to note that, when considering the overall state of the roads in Napier, other roads may take precedence. Church street can be addressed this year in the allocation of budget “Resealing of Roads CAM / Master Plan) R4m allocated. This prioritization must reflect the broader needs of the community and address the most critical infrastructure issues, particularly those that impact accessibility and safety on a wider scale.

- Paving of roads including stormwater management (Cecil)
- Housing Development by clinic
- Upgrade sewerage pump station.
- Rugby field upgrade
- Bus / Taxi stop/shelters
- Three bridge’s repairs
- Streetlights West Street or what is referred to as Station Road
- Napier Backwash pipe WTW
- New Boreholes
- Napier security fence STW – Low priority for future spend
- Napier Waste Management transit station upgrade
Five needs:
- Upgrade of Roads & Stormwater Infrastructure
- Paving of roads including stormwater management (Provided in order Eskort. Wouter, Almond, Krag between vd Byl & Trade, Jubileum, De Bruyn to Complete, Wessel)
- Speed bumps/ raised tables (Provided in order Sarel Cilliers, Engel, Joseph, Adam, October)
- Upgrade of Water & Sewerage Infrastructure
- Improve low water pressure areas (Upper Jubileum, parts of Sarel Cilliers).
- Implement Low-Income Housing & Land Allocation
- Allocate land for owner-driven housing with proper services within Informal area.
- Upgrade of Sports & Recreational Facilities
- Upgrade Netball court

- Roads & Stormwater Infrastructure

- Install speed bumps and raised tables (Sarel Cilliers, Hoog Street).
- Upgrading of Tarred of roads (Church, Jubileum, Hoog) Jubileum being the worst condition.

- Speed bumps (Engel, Joseph, Adam, October)
- Tar priority gravel roads (Engel, Joseph, Adam, October, Nepgen Extension – in front of clinic).
- Upgrade all tarred roads in Nuwerus.
- CAM
- Water & Sewerage Infrastructure
- Upgrade sewerage pump station. upgrade by July 2025
- Improve low water pressure areas (Upper Jubileum, parts of Sarel Cilliers).
- Expand reservoir capacity.
- Water pipe replacement project.
- Pay-as-you-go water meter replacement project.
- Low-Income Housing & Land Allocation
- Complete the existing housing project. (Which should have started 1 Feb)
- Allocate land for owner-driven housing with proper services within Informal area.
- Upgrade Short Street to support increased traffic from new housing developments.
- Sports & Recreational Facilities
- Rugby field. Complete upgrade by July 2025.
- Upgrade Netball court.
- Upgrade Soccer field.
- Upgrade Cricket field & pavilion.

- Roads & Infrastructure
- Ongoing quality road maintenance (tarred & gravel).
- Improve stormwater drainage (Jubileum, Trade, Jvd Byl, Plein, Gordon, Side).
- River management
- Regular stormwater maintenance throughout Napier.
- Solid Waste Management
- Improve waste management in informal settlements.
- Address illegal dumping with better law enforcement & waste removal services.
- Electricity Stability & Maintenance
- Improve network stability (reduce outages & voltage fluctuations).
- Improve response to outages during rain.
- Prevent voltage spikes & dips.
- Law Enforcement & Traffic Management
- Ensure Law Enforcement presence in Napier, including weekends (for noise & alcohol issues).
- Regular traffic enforcement in Napier.
- Install & maintain traffic cameras.
- Water Management
- Improve low water pressure areas (Upper Jubileum, parts of Sarel Cilliers). Pipe was removed and never replace causing the issue.
- Reduction in water loss due to faulty valves and pipes.
CAM-Specific Needs List (Capital Expenditure)
- Electricity & Renewable Energy
- Invest in renewable energy solutions for Napier or as a CAM initiative but must include Napier.

- Review Overlay Zone and Land Use Bylaw for fair and effective zoning.

- New Events Bylaw to support tourism & economic activity.

- Implement a Tourism Strategy & Marketing Budget.
- Develop a Local Economic Development Strategy for each town.
- Finance & Service Charges
- Conduct a review of all municipal service charges to ensure fairness.
- KPI & Service Delivery
- Review of KPI’s to include key component of quality service delivery
- Measurement in terms of Service delivery with regards service requests on Collab Citizen App.
