Roads & Infrastructure
We acknowledge that roads remain a critical issue in Napier. Some road patching has been completed, but further work is necessary. The prioritization of roads remains a key focus area.
Illegal Dumping & Littering
Illegal dumping and littering continue to be significant challenges. We need to consider what could be achieved if the community collectively stopped littering and dumping waste.
If funds currently spent on cleaning could be redirected, we could see substantial benefits, potentially making Napier the cleanest town and informal settlement in South Africa. We urge all residents to take responsibility and stop illegal dumping and littering.
Meetings & Feedback
The past month has been challenging in securing meetings and obtaining feedback, but we continue to pursue these issues diligently.
Napier Sewerage pump station
The Napier Sewerage Pump Station remains in an unacceptable state. CAM allocated R1 million in 2024/25 and another R1 million in 2025/26 for fencing the sewerage works, while the pump station received R380,800 in 2024/25, R400,000 in 2025/26, and R780,800 in 2026/27. Despite our request in April 2024 to reallocate fence funds to the pump station, this was ignored. A tender for the first phase was issued in late 2024, but the project is now on hold due to an EIA requirement, with no updated timelines. No work will be done on the pump station this financial year.
At the 6 March meeting, NRA raised concerns over the pump station’s poor condition, including unsafe infrastructure, missing or damaged manhole covers, and unhygienic waste handling. CAM’s consultant has proposed a redesign, but no timeline has been set. The station frequently trips, causing sewage to flow into the river. We continue to press CAM for action
RDP Housing
Project awaiting signatures of Province with ASLA so that it can proceed. No timelines available. Delays are due to contract with CAM and ASLA ending in 2018.
Priorities to CAM

Upcoming NRA Feedback Meeting
The Napier Residents’ Association (NRA) is planning a full feedback meeting on April 1, 2025, which will include proposed amendments to the Constitution. Residents are encouraged to attend and participate.
